What do you mean? Clarify please
I think we cant or admin cant add upload function but you can use file hosting instead like mediafire datafilehost mega.co qfs mobi and dropbox
But im gonna ask the admin if he can

What i mean is all members can upload file here in this site

For now only staff and VIP can upload attachment maximum of 3mb file.
